Bronze 4 25% winrate. Like 13 games loss in a row. I cannot win a single game anymore and this account looks for me completely ruined.
Should I start again with a new account or continue this account?
What starting a new account does is give less information about matches, less math, so the matchmaking is worse and has less estimates. An account being "ruined" is people talking about their Fastest Climb to Diamond/Master challenges or whatever and unless that is what you are doing, starting a new account's not going to do anything for you. Don't bother making a new one, loss streaks happen.
You will bounce back trust me, it will take longer to make a new account and grind it to level 30 than to go on a win streak and fix your mmr

Ratings never lock. They slow down after you play enough games but that's not inherently a bad thing. Consistent trends will impact your rank.
Generally if bronze is a struggle for you your better of improving your mechanics then spamming account after account hoping for lucky placements.
The perfectly fine and totally not rigged matchmaking will give you a winstreak soon. Point is, it will be a waste of time in any case, since the outcomes still barely depend on you :/

you can start a new account but you'll be bronze on that new account all the same.
