No, instead a fucking assassin champion shreds Magic Resist by 35% which means the other AP champions on her team get to deal more damage for free.

It let's her skip over Void staff since she'll never realistically afford one, her other items being far too important. Even with it, the shred is so conditional its nigh irrelevant and a single 
eliminates Evelynn from the game.
The intention is to make her stronger with teams that lean AP focused. That Azir midlaner and Mage support will be more effective teammates than Irelia and a Blitzcrank. It means she's incentivized to gank other lanes besides the ADC, if you want to draft for a solo lane instead of focus on bot all the time
