A program that makes u choose a skin but only you can see it is it allowed ?

depends, some are and some aren't from what i heard. as long as it's just the skin, and doesn't have anything else (even if you don't use it) that could affect the game, it's fine. just be careful of that part since if files get affected, you can get in trouble for it.

but i was wondering for example using PROJECT:Yasuo , playing with a skin without paying for i t or having it from hextech boxes isnt that not allowed ? u just said it's fine

hextech is riots gift to people in a sense. if you gain access without paying for something riot is selling, then you could get in trouble for that, though i haven't heard of anyone getting in trouble purely using a skin.

if riot adds anything, it's allowed since they are offering it to everyone. they want the game fair in that sense where all players have access to the same things. a skin doesn't change gameplay, so i doubt they would actually get you in trouble for using a skin that you could buy but didn't, but i wouldn't risk it. using a skin that they aren't selling is fine, or using one you got from riot.

generally, if you aren't sure, don't risk it.

Technically you aren't allowed to modify the game files at all, but Riot doesn't punish for custom skins at the moment. This policy could change at any time, and you are also liable for the risk of using 3rd party applications. (as thinker said, if the app does anything else illegal you'll get banned even if you don't utilize that particular function)

If people were stealing Riot's models to use then I would not be surprised if they were sued and that program/skin models would become illegal. The reason they don't bother clamping down on custom skins is because they are relatively low quality and aren't really harming the business much, if at all.
