Thanks for nerfing Riven but
She doesnt need the Q cd compensation buff. Her shield having 4 seconds increased cooldown is needed but the AD ratio on her shield shouldve gone down from 100% to 80%.

Making her rank 5 E CD the same as current rank 1 E is a big nerf
But it doesn't matter since this place hates compensation buff for champions with a dash and would rather them being deleted from the game :)
She might have a skin in the works, hence the reluctance to flat out nerf her or Riot are really happy seeing her in LCS games.
I don't like Riven but double whammy nerfs should generally be avoided
So they make it so her shield is not up as often BUT it does not matter because in lane you will be CCed more often so cant do damage to her anyway.

Riot said there changing her not nerfing her soo why would they just nerf without any buffs that makes no sense.
But she does need the compensation buff, no clue where people get this idea that rivens some broken press q and win champ but ok
