Will you be able to trade skins and such with the Hextech Crafting System?

Perhaps at some point Riot has said something about this, but at some point will you be able to trade skin shards via the Hextech system? My friend got Lolipoppy and I really want to be able to get that skin. Will it at some point become tradeable?
