What happened to Alistar?

Been maining Blitz this whole season and haven't seen him at all. Just tried out his rework and found out all his skills are on 12 second cooldown and he can't spam heals. Why did Riot do this?

Alistar is still really fuckin good. Champs can be unpopular but not good. For example Galio can be extreeeemely frustrating to fight in the right comp

They did it to help balance him. Since Alistars Heal existed on a basic ability he could Heal, be tanky, and engage, making him a balance nightmare since his W+Q was such a strong combo. Due to that strong Combo his heal had to remain super shitty so that he wouldn't be able to do everything well.

Now that they removed the Stun on his Q and Made his E his old passive (with some added effects), he is far easier to balance since he is no longer a W+Q bot anymore.

Also Alistars abilities have always had long ass cooldowns.

He's just not played often I guess. He's still good, I don't even need to use CoTC on him.

Q & W's cooldowns are typically the same, so no argument there. Plus, he's still a destructive support by always granting a basic Malphite ult engage, which dominates most teamfights especially when paired with Yasuo or Orianna, AoE-wise.
