That would basically include Skirmishers and Cho'Gath as it stands right now.
Would it be a good thing to reserve hyper-scaling for Skirmishers as a unique gameplay space for them to occupy? Or is it integral to the game's well-being that Twitch continues to be a time-bomb?

being good in early game or not is hower an impact on how your late game should be
i say that as a Mage main because mages used to fall off in late game as a tradeoff for their utility+early game+insane mid game, but it's no longer the case due to riot's design decision
