what's wrong with those poeple?
the jungle was broken since ages, deciding your lane since ages, doing 2 buffs into a gank since ages. Why people are only complaining 6 years later?
wait wait i'm sorry, there is a year where the jungle wasn't broken and junglers couldn't gank quickly. Yeah in season 1 where the jungle was dangerous, but we only had 8 junglers: 
choose what you prefer, a balanced jungle or a lot of junglers.
It isn't ganking at level 3 that is the problem... it is being level 3 and ganking bot lane who is only level 1. That is ridiculous and too strong on certain junglers.

were all really, really common in season 1 as well.
If Lee Sin, Elise, or Nidalee gank at level 2-3, it's not a problem. If Shyvana successfully ganks at level 2-3, big problem.
The only junglers who should be able to gank at level 2 or 3 are 
and that's only if they take red first and use it to gank...
nothing is new with early ganking suffocating the game either
