I have been playing Morgana with 
before the item nerd. After the nerf, I feel it might become her core. It is cheap, and combined with her W she can apply it every second. And then combined with 
she gets enough hp to take couple of more hits before dying. The difference when using ult.
What's the general opinion is new rylai good on her?

W is the only ability Morg has that benefits from . Q roots for the duration of the slow (and then some, because Morg binding), E doesn't do damage, and R already has a 20% slow on the tether built in.
On top of that, due to the way appears to be coded, as long as you CC someone before or during your W while they're in it, the W will then proc the double burn for as many ticks as the enemy is slowed/stunned/rooted inside it. So as long as you land your binding/tether/spooky ghosts before or after your W, it's going to proc the double burn.
Essentially, you're paying good money for a slow you're not using. It would be better to pick up a 
or 
and get the same or better stats with mana and sustain as well. The GLP also has a slow on it.
is still better for support. It is too strong to not have someone on your team build it; same for .
For mid it is not particularly good as you will be really wanting a mana item, 
, and 
in your first 3rd or 4th items depending on if you build magic resist or not. And is a bad 5th or 6th item as it is lacking in stats.
