Toggled sunfire

This item stinks. The only purpose it has (for me currently) is to proc Phase Rush on with QE. Most tanks have their own waveclear, and those who don't usually are decent users of Titanic. It is outclassed by Randuin's and Thornmail as for defensive purposes, and DMP for damage and utility.

That said, this item would actually be decent in lane if I could at least be able to put some damage on the enemy turret without immediately drawing aggro because the enemy champ caught 1 tick of it when I don't even have the intention of doing anything to him.

TLDR: Make Sunfire a toggle.
