Matchmaking already factors in the number of games played.

You have touched upon one of the main issues with the LP ranking system, and where it looks good on paper but when the rubber hits the road things appear slightly different.

The application of skill can be witnessed within the game on two significant fronts: Kill counts above the norm for the champion/role/league division, and victory/loss ratio. These two metrics together can classify a summoner's expertise because they are the chosen and sought after scoring metrics of smurfs, assassins, trolls and regulars alike.

What about smurfs....shifting betwen those 2 ranked systems before a player fulfil all the norms would be possible, only from lower to upper ofcourse. -smurfs could "survive" for some time in, for them, easier ranked ...but eventualy in month or two they would berecognized and kicked
to hell (harder ranked) -since Smurfs are easy to recognize it shouldn't be a problem

Since system recognise experienced from nonexperienced they can easy be shifted from for example GOLD3 on lower to GOLD 3 on upper ranked system :)=
