I suspect Vayne and other weak early game champions get punished less in low elos if they play cautiously, making them decent picks. I don't know. I'm only Silver 3, but I feel like it's possible to just AFK push and not really be stopped... So if one champ is strong early and only pushes and another champ is strong late and only pushes then maybe the late champ has the overall advantage? I dunno. I'm tired and rambling about stuff I'm not certain about.
