Nah, people haven't gotten used to nerfs yet. She's still strong in good hands while being balanced. It's just not every dumbass kid can abuse her now.

Well. Okay then. Just asking. Havent seen her in game for entire patch.

Actually she is pretty weak still. A lot of her somewhat needed aspects were nerfed, pretty hard too in some areas like her ult and her E. Now I do mainly play her support, so the utility nerfs hurt a lot more, but her damage too is still pretty low until she has a solid 2-3 items.

As a diver/dueler, she is weaker in all the wrong areas to have a lot of potential in the early game. Low clear speed, high mana cost on her mobility, Very limited hard CC and defensiveness. She excels late game, but more so because she makes opportunities for her teammates and not as much individually. She may be one of the best team oriented duelers lol.

She can get a lot of power, but getting to that point is her struggle which is why her win rate is so low. It takes skill to get their and with her banned every other game, or hard countered if picked, players have no real chance of learning her. Also her no one likes playing heavily nerfed, once OP champions until a few months after her last big nerf or if the meta changes.
