Why can't all tooltips be this helpful?

This is a really handy tooltip. It shows the damage as a single number, and then shows how that damage is determined in brackets after it. There's a handful of abilities like this, but it's still pretty rare.

Why can't all ability tooltips show the damage done as a single lump number, and list the scaling and base damage after it?
