So, i think its honestly one of the best items to get first and upgraded. for mid, top, or bot. it is essentially 45 extra damage upgraded every 1:30. that with the mana regen, and gp10, I cant see any flaw with it besides the passive of killing a minion. take that off. or lower its debuff timer. 
now i dont mean go out and get it for every champ, or even finishing it. just leaving it at teir 2 and not finished. its the perfect first buy for any mana champ.

I want to see this item buffed a tiny bit by lowering the cd or debuff. best hybrid item early game needs just a tiny bit more love imo

So you listed multiple champions.
None of them, as far as I know, can reliably and VERY quickly clear an entire wave early and then have a reliable way to proc 3 charges before the next minion wave arrives. I guess you could do it if you fail at CSing every minion, but in that case you shouldn't be in a lane to begin with.

Dr Poro1 votesThis item is intended solely for support champions so they can get some gold without farming. It is not meant to be for mids and tops to get a massive amount of gold to get into lategame faster. That's the whole reason why this passive becomes inactive after killing minions.
The gold per 10 items in season 1 and 2 didn't have this kind of restrictions and were thus bought by most junglers and by laners who wanted to get to their lategame ASAP. This is the reason why Riot removed those items.
Spell thief edge is still a viable item on mid mages but you should keep in mind that it makes your early game weaker, so only buy it if you're going to play safe early game and wait for late game to dominate with gold advantage.
