Spellvamp ratios.
It's a simple concept. Make it so's that spellvamp's a flat stat. You can get ten of it, fifty of it, what haves ya.
Then, simple thing. Make it so's that every ability heals a certain amount based off the amount a spellvamp ya got. To start off it's so easy you'll forget about it. Change it so that every spellvamp item has the exact amount of spellvamp it got now. Or, basically, don't change it. Then go in and make every single target ability heal for 1% of its for every spellvamp point ya got. Now this would be dangerous because it wouldn't change a single thing in the entire game. Then, at the same time, make it so that every AOR ability heals for 1% of its damage for every three spellvamp points ya got.
This, much like with single target, wouldn't change anything.
Then, for the fun part, increase the amount of spellvamp on every item in the PBE. Somethin' had ten? Give it fifteen? Something had twenty? Thirty. In fact, go crazy. Add an AD spellvamp item. If this guy or his lady ninja friend says, "Ay! We goin abuse that there spellvamp and become way too powerful in the healing department so's that you can't stop us", You can be like, oh really? And then be like, Transfusion spellvamp ratio? 100%? Naw man, naw, let's make that more like 85%.
So now the vampire isn't overpowered whenever spellvamp becomes worth getting, y'know? So you can rebalance spellvamp without fear, man. If something uses it too well, BOOM! You nerf its ability to abuse the stat without ruining the champion or the stat. An' like that, suddenly you'd be able to make spellvamp a stat that is not, in fact, wasted on 98% of champions. An' there'd be much dancin'n drinkin'n good times all 'round.
