Both are viable. Shen is hard to play in solo q because of paying attention to other lanes. However if you master it you can easily carry your team and never let them die. Olaf is prolly the better jungler though, so you can kill two birds with one stone and get Olaf for top n jungle. I still think Shen has a higher skill cap
