Why do we have to report Leavers/AFK'rs? Riot knows...

Becauae some of us make up storries like my litle brother has chemo or omg my cat just died or guys wdff my babysister just past out i got to call the hospital and if your lie is big enough ur team mates feel bad for you and wont report you
just had 4 afk games in a row. One of them was a double afk. No support, no top lane.
The same person I just reported for afk'ing the first 10 minutes of the match, immediately requeued, and go into my next game, where they afk;d again.. this time only for the first 5 minutes.
There is no penalty. No reason to bother in bronze. worst thing that happens to them is that they.... Well they can't get much lower.. so why bother.
