Support & Support item power budget and issues
LONG POST WARNING So, first off i'd like to say this is not QQ thread or anything. What i aim to get from this thread is official response for certain questions concerning SUPPORTS.
I'll begin with statistical data and changes done to supports. Win rate. Of course, this stat is often viewed as important when it comes to comparing champion to rest of the champion pool. Because supports fit into this meta in their specific way, win rate doesn't work for them this way. Supports will ALWAYS hover at 51-52% win rate on average, and this is because they are REQUIRED by META - they can function with limited income/xp gain (not because they are protecting ADC, in that case support mages would never work). There are 2 supports in every game, almost never more than this. That means combined win rate of all supports is 50%, with 2-3% added because they can sometimes face non-support teamcomp, which is according to meta inferior. This means support's win rate doesn't reflect champion's ability to impact the game. Support's win rate indicates how good is he compared to other supports.
Knowing this we move to another part: changes done to supports over time. We all know original supports were drastically nerfed, there's no debate about that. Riot repeatedly nerfed ALL SUPPORTS ACROSS THE BOARD. Their win rate didn't drastically drop, as they were kept with roughly same power. Soraka had 55% win rate? Nerfed, she fell to 50%. But because these % have to go somewhere, Sona was second strongest support and suddently she went from 52% to 56%. She just filled the void left by Soraka. Nerf came to Sona as well. Next up was Janna. This spiral continued and resulted in current iteration of support role. Funnily enough, this can continue until supports are just weak-ish superminions, but there's one safety net - SUPPORT MAGES. These are champions originally designed for other lanes, mostly mid, who had enough power at low income to fight old supports. Suddently, champions like Zyra, Brand, Vel'koz and Veigar became supports. Because some of these are bound to multiple lanes, they didn't enter endless spiral of nerfs and we got "hard cap" on how bad could support champion be.
So, right now we have original supports, who are in many aspects just terribly, TERRIBLY balanced champions. I mean, look at them and compare them to other laners and you'll see there's nowhere near enough power left in their kits. Their kits feel okay-ish if you have 2 or more items designed specifically for them (Janna has 150/80/110/100 mana costs and lower base regen than ADCs, don't get me started on Blitz). Why are they gated by ridiculously high mana costs and cooldowns? Why have you nerfed base utility values on supports and added AP scaling to compensate if you constantly push just tanky and regen-based items instead of AP support items? Why do they have completely unnecessary skill animations and delays that add nothing but frustration to their kits? For example, why is there 0.1-0.2s delay on Morgana's shield? Why is Soraka's heal delayed? Janna's ult delayed? I mean, these abilities really don't need this ridiculous cast time, cast tjme is here for either making cast interruptible OR as warning sign something is happening. But these are too short to telegraph anything and they can't be interrupted, so just why?
Why is more and more power added to support items, especially actives? I mean, there are actives that are much powerful than your kit. Every support is just getting "slightly tanky" and focuses on active items, except for mage supports. If they had legitimate abilities with reasonable costs they wouldn't need supplemental abilities from items. I mean, how many times you had 2 or more active items on your mid/toplaner or ADC?

There have been sightings of MAGES playing as supports in bot lane. This doesn't fit "nerf spiral" that developers estabilished, so ALL of them have been changed.
support was only viable because of RELIABLE STUN. We had both AP Annies and tank/engage Annies played as support. She got her AA range nerfed considerably, removed AR/MR and halved duration on shield. She also got passive counter (which is nerf as she's more readable). In return she got power on Tibbers... so yeah.
's stun was fine for 5 seasons, but once he got picked as support, again for having reliable stun, he got changed. Stun is now delayed, so it's not as reliable anymore...
was perfectly balanced according to majority of playerbase, however he found his way to bot lane and was changed because of it. He got unnecessarily reworked in MYMU, popular MRPen build used on support VK got butchered and VK now requires raw AP. He was weak-ish after rework and got few buffs, oriented mostly on his mid lane preformance
was fully remade into support. She took some heavy hits. Plants duration/health/damage was reduced, Q damage reduced, free CDR completely removed, overall reliability of her kit reduced.
QWER damage reduced, both bases and scaling. Passive damage reduced unless you hit target 3 times etc.
IM NOT SAYING THESE CHAMPIONS ARE WEAKER NOW. Their reliability has been heavily decreased, damage went down most of the time. They were trying either to tone them to support-like power OR force them back into their original lanes.
TLDR: Power of supports isn't represented by their winrate. Abilities of support champions have been gutted over the time and power was shifted to items, mainly active items with tanky stats, which made every support bland and left only part of their original feel. Items shouldn't dictate WHAT your champion does, they should further improve their strengths OR fill their weaknesses.
