All monsters killed in JG, including scuttle bro give 75% xp. Remaining XP is stored in jg item (machete etc). This xp is cashed in on visiting the shop. This will slow down jungle by forcing them to recall to hit lvl 3 instead of ganking at 3. Numbers can be tweaked.
There are always outliers but they can be handled.

that wont fix anything.. most jungler NEED to hit lvl 3 to survive the clear.
three camps NEEDS to hit you lvl 3... no if's and's or butt's
all they need to do is make it so you cant hit lvl 3 off buff camp buff.
thats it... EVERY other route NEEDS to hit you level 3, because that's what junglers need to CLEAR
