Rework idea for Archangel's Staff (ap item changes patch 8.4)

New recipe:

item 3070 (750 gold) + item 3108 (900 gold) + item 1052 (435 gold) + 915 gold = item 3003 (3000 gold)

Stats: 70 ap, 250 mana, 10% cdr

Both passives and item 3040 active stay the same.

So even less ap? make, the passive stronger ap equal to 4% max mana

We don't need more CDR on AP items. item 3152 item 3100 item 3165 item 3102 item 3157 item 3504 item 3174

Cassiopeia Ryze Veigar Ezreal Xerath Anivia Syndra Viktor Malzahar Taliyah Sona Ziggs all viable for Arch Angel
