Buff water and air dragons

Hello Riot, I have an idea to improve the dragons since they are not equal in strength right now. First, I think that the fire and earth dragons are fine but the two others need a buff.

The buff for water dragon could be: 6/12/18% or 8/16/24% missing hp and mana every 5 sec (instead of 4/8/12%) if no dmg taken for 5 sec (instead of 8 sec).

The buff for air dragon could be: 10/20/30 flat movement speed (at all time) OR 20/40/60 flat movement speed (out of combat). Also, maybe this dragon could give attack speed too, for example 10/20/30 % or 15/30/45% ?
