New item idea: "Noxian Party Clothes"

I really think it's beyond time for an AP QSS item. So, to be a part of the solution, here's my suggestion for a new defensive AP item, to act as a QSS capstone, and alternative to Banner of Command:

"Noxian Party Clothes"

Unique Passive - Eyes of Pain: 15 Magic penetration Unique Active - Quicksilver: Removes all debuffs from your champion and reduces current cooldowns by 3s. 90 second cooldown.

"When dressing for Noxian festivities, one must consider both style and ease of avoiding assassination" -Leblanc

Stat Value w/ passive = 3154 -> 109% cost efficient without passive.

Basic idea of the item is that it would be a good 3rd or 4th item to build, when you're fed and the enemy keeps focusing their CC on you. Or as a good second item against strong CC or debuff lane match-ups such as laning against Malz, Ahri, Zed, or Morgana.

Minor cost efficiency means that the item isn't a strong buy vs other power spike items, but doesn't invest most of your gold in the active meaning you don't waste a lot of gold if you don't end up being focused. Additionally it's a more selfish item to buy to protect yourself in teamfights as Banner of Command allows for more overall team stats and pushing ability. Creating a clear trade when buying one over the other.
