...and every time they missed one, the enemy team gets free gapclosers.

I don't play bard, but exactly what part of his kit does this analogy refer to?

The only gap closer he can give the enemy is magical journey, which if he's using it in a way that the enemy can gap close on his team he's using it wrong (use it either to help yourself and an ally join a fight late, or bait the two guys chasing you to jump into your entire team).

its his ult. It is hard to land/set up, and even if he does so, the enemy team must act on it (rare), and if he does it wrong by hitting allies, the enemy team can just walk up to them.

His whole kit really. He's a support that needs his whole team to play around him to a far greater degree than anyone else (at least several times as bad as GRAB MY LANTERN Thresh ) and his team actually punishes him if they don't play around him (wasting heals, messing up with magical journey, dodging the ult that woulda saved him). That's just trouble in soloq when most interaction with the support is "hey blitz landed a hook. i guess there's a blitz on the team. time to kill the guy he hooked".

I mean yeah, Bard can easily screw over your team, but not this bad
