Why doesn't Gunblade's active scale with AD?

Ever since the scaling active was added this always puzzled me.

It's supposed to be a hybrid item, right? Shouldn't the nuke scale with hybrid stats?

Obviously this would require dinging the base damage a little, but still. Weird.
