He has been nerfed but only a little bit of his scaling he is still broken AF

No burst last I checked. If he cant kill you in 0.5 seconds, he's not a burst mage.its all consistent damage.

Because globally, he has a 50% win rate at higher elo that drops the lower elo you go.

Swain just the same really, idk why both of them allowed to go tanky and able to destroy squishy or go full ap and destroy bruisers while both of them got amazing lane phase special vlad.

He also has no cc, no inherent mobility, and fairly average ranges, cooldowns, aoes.

I don't think "burst" is an accurate description here. He is definitely a tankish mage with sustain, though.

He doesn't really need a nerf, imo. Of all the champions I can think of when I think "possibly broken," Vlad doesn't even make the list. There are significantly larger threats in the game to deal with.

I will grant you he is really, really annoying in laning phase though.
