Can Dead Man's Plate Crit?

No, its an on-hit effect and therefore cannot crit. It can be applied on a melee auto attack that has crit, but the on-hit will apply at the same damage.

On hit effects can crit. Statikk shiv and Trinity Force are both affected by crit, and i'm almost sure that runaan's on-hit also crits.
Shiv is an exception, and this was posted 8 months ago, before runaan's could crit. On-hits that CAN crit are stated to be able to crit. Seeing as this is a tank item, there is no reason for it to be able to crit, and it does not mention the ability, which means that you can assume it doesnt.
Lastly, Trinity is not affected by crit. Its 200% of your base AD, period. It does not go up to 400% if you crit, nor does it go up to 250% with infinity edge. Trinity is purely based off of your base AD, and the only way to increase it without leveling up is through Sterak's Gage.
however the nice thing about it is, that even if dead mans plate only adds 1 damage from moving enough to build 2 stacks, it should apply as a separate instance of physical damage. meaning with just a little bit of moving between attacks, your auto attacks should apply 2 cleaver stacks each.
havent tested that part though.
I'm pretty sure AA damage and physical on-hit effect counts as one instance of damage. Bork+Black Cleaver only applies one stack per hit from what I know.

makes a lot of sense. it would be kindof op.
