Did rengar's double W combo always have a huge delay?

Been a Rengar main for about 9 months and it does seem to have always been this way. If you mean since release I cant really help you.

rengar's w used to have a 1.0 ap ratio and you were able to instantly cast one after the other. Now it's s small delay between each for about half a second and the ratio was nerfed to 0.8. but this was about 3-4 years ago
