Really though, they didn't make the item entirely useless. If anything, they put it on par with other "utility AP items" like zhonyas/abyssal.

They simply tuned it to where the slow is flat for all situations... I mean damn....

The stats were decreased on it too and the slows is much smaller than it used to be despite it being flat. I only ever played on champion that used it though and that was Heimerdinger. Unfortunately I'm not sure if it will be as useful on him anymore now though because with the reduced slow it's now going to be more difficult to kite people through my turrets. Oh well I suppose though. lol
