Would this be balanced?

Lets say they release a champion with a skillshot that has about morgana's Q range. Let's have that champ get a guaranteed kill as long as he lands the skillshot under a turret or near teammates and hits a predetermined string of buttons after landing it. This skillshot is not an Ult, it's a normal move. Is this ok?

Guys he's not talking about a skill that is in game, he just used Morgana's Q as a range reference.

As for my own opinion only executes should be anywhere near being a 100% kill skill, and they often miss the mark slightly. You can add as much baggage as you want to it, but it will never be balanced if there is no counter play. Other skillshots of that range have various weaknesses, like keeping the champion who used it from attacking for a short time (Thresh), cleansing (Morgana, Lux), or being blocked by minions (all of the above).

A skillshot that is either a kill or a miss will never be balanced, particularly when the additional baggage to try and balance it is easily done with a macro.

All of this, and it's also very demoralizing when you know with 100% certainty that you can be instakilled, regardless of other details. This already happens in games with a fed Akali, Leblanc, etc. on the enemy team, and an instant kill would be exponentially worse than that.

Agreed very much, which is why I feel like Blitz and Thresh grabs should be looked at a little harder.

The only problem with Morgana's Q is that it's hitbox doesn't match the visual

Morganna's Q isn't a guaranteed kill. It's pretty average by most mage CC standards - Ahri's Charm, Brand's Sear, Anivia's Flash Frost, Zyra's Grasping Roots, Vel'Koz's Tectonic Disruption, and more are increadibly similar skills.

You're thinking Tresh's Death Sentence or Blitzcrank's Rocket Grab for 100% dead if you get hit.
