A Question on Champion Mastery

Let me start by saying that I -believe- this is the right place for this thread. That said, onto the question: After a game I look at the mastery symbol next to my IP gained. Before I mouse over it there is a large number, typically around 1200-1300 for me with a few deviants. When I mouse over it, I see a much smaller number(for instance, ~250). What are these two numbers, what do they mean?

if you hover over you should see the amount of exp into you next level you have. The amount you see without the mouse should be game total.

Can confirm there is evidence against that claim. My last match said 271 for the mouse-over number, and 1217 for my idle number. When i view my champion master for that champion, I need 449 points until level 4.
