I thought the whole point of runes reforged was to get rid of the early level grind, so why exactly are custom rune pages locked until level 11? It's not even like we can make more than 2 anyway. (btw it's out in OCE, although from streams I'm watching it seems like it's not out on all servers yet).
Another point, I also feel that it's time to remove level restrictions on summoners as well now.

Loruthal1 votesYea I literally just had two friends log in and they're below level 15. One can only go two runes down on a new rune page and one only has two of the default ones available.
Sukishoo1 votesThose changes are there to slowly let new players get used to it. It's not for all the old players only you know. They introduce various Summoner Spells here and there, give you various champions at early levels, then opens the rune systems, ect. It's all here as a learning experience so they don't overload people that are new to the game
