Slow down ADC movement speed!

I remember back when Kalista came out, everyone was crying for the lack of mobility on other champions.

Itemization hasn't changed in Pre-Season 8, but the damage has gone up in my opinion.

There are a lot of movement speed boosts available to ADC now, and forever kiting seems to be a given for most champions. Couple that with the fact that ADC burst damage, it's garaunteed that you'll lose solo trades to a good ADC no matter what champion you play, or ADC you play against.
