he has two LOW damage skills, and has an aa that has a decent windup to it.

it just doesn't work like top can work because bard has actual range, and has some decent power spikes with sheen and 15 meeps

I play ap rakan top. the damage is pretty decent, and people get frustrated that they cant kill you and dive you. easy knockup and charm under tower and easy kill. Mostly just sit under tower and farm passively unless they try something.
