Matchmaking with second time ranked player?

So I have been playing ranked for years now, which is something I should be severely depressed about. However, I managed to get matched with an adc player that stated that that ranked game was his 2nd ever ranked he's ever payed, which clearly showed with his under 30 cs within 15 minutes and careless gameplay. I did not blame him, but was just wondering how exactly matchmaking managed to work this out?

When I started playing the League and got to ranked, I managed to be placed in Silver by playing Kayle Support mainly. Are you still surprised ?

This placement doesn't make sense, as well as lp system is not the best. Like I can be lucky enough to get a carry player every game , thus passing promos well.
