Why Riot won't balance the game

I remember watching a league Youtube clip of a streamer saying how they were talking to someone (possibly and most likely from Riot) about why the balance of the game is so off and apparently Riot doesn't want to balance the game because they want to make champions more "memorable" and special in a way. I'm not sure how credible this source is, but I do feel like this is what Riot's really trying to do and I have so much to say against it but just wanted to know the opinions of others.

Also if you're wondering where I found the clip from I don't remember probably from an old Fun of Legends or Synapse clip.

basically during an interview with one of the riot ceos back in like... season 2 or 3 they talked about how they had envisioned a game that was constantly growing and constantly adding new content. In that interview the ceo said that he didn't think league would ever be balanced because it was never intended to be. That there would always be something new added in order to shake up the game in some way or another.

that has later been misrepresented as "riot just makes changes for changes sake". but any moron can understand that if you make a new champ and add it to the pool of 100+ champions that it's going to screw something up and force an entire years worth of rebalancing items, runes, and champion kits.

Let's be realistic here, one, balance isn't possible anymore. There are too many regions, elos, and divisions for it to be possible. Some champions considered shit at low elo, or broken at high elo, and vice versa. Some champions weak in one region, are OP in others. This game isn't perfectly balancable anymore. Two, even if it was, people don't want it. As much as people here harp about balance, they don't want balance. If you only ever complain about balance when you are saying it about another champion or you weren't on a hate train for nerfs when it was your champion that was the strongest, you don't want balance, you want that perfect imbalance, BUT you want it slanted in your favor. And three, people don't want balance because it is boring.
