What other tank in the game only builds armor penetration because he gets no scaling from defensive stats?

You need to change his class to fighter or assassin, or a combination of both.

When J4 was first released he could be made as a tank but nealy every aspect of his kit has been nerfed enough that building him tank is a weak option.

He used to perform quite well as a tank upon release. The nerfs he's received and the availability of items since then has just completely changed him.

Well, that's the thing right?

He's not a fighter because he has way more mobility than a fighter is typically allowed and a much weaker auto attack pattern. He's not an assassin because assassins are supposed to get in, kill one thing and then get out again. A fed AD Jarvan just goes in and kills your whole team in one glorious ultra dunk, a shut down AD Jarvan just kind of hangs around until his team can get someone low enough for him to execute but he can't really do it himself.

But he's definitely NOT a tank either. While his play pattern is that of a diver, he's not a Vi or Leona who go straight at one target and just lock them down until either it dies or they die, he only has very situational CC, and while aoe knockups are great and all, his is definitely among the weakest in the game, requiring 2 high cost spells to execute, lasting almost no time at all and being very difficult to pull off against multiple enemies who are spacing correctly.

I'll tell you what I think he is.

He's a mage/assassin. Think about it. The only problem with the classification is that his damage is primarily AD, not AP, other than that, he fits perfectly.

riot has said for awhile now that the class tags are severely outdated and will either be updated or removed in the future to something else.

for example fiora is a secondary assassin. she isn't going to assassinate anyone unless she is insanely fed and she isn't going to get out out scotch free either. she has to dive in like a fighter.

its just out of date the two class system. Azir is a marksman I believe. it has all kinds of issues.

Well, the point of THAT one, is that Jarvan forms the basket and everyone else dunks into it. In that context, Jarvan is actually kind of the tank.

No, the Kind of Jarvan I play is more of a Super Mario Jarvan. Goomba stomps.

Upon release J4 Flag will grant him passive armor and his shield will increase based on enemy champions around. However they have been nerfing him over and over again which makes him go damage in order to be useful. He no longer have the ability to survive long periods of time even with a full armor build.

He is a tank like Amumu... Amumu doesn't scale with defensive stats, still a tank. Tanks in this game provide close up mass CC, for j4 he has 2 of them, a line knockup and a walled arena. Some teams work really well with that arena, anivia, amumu, tristana, rumble...list goes on. People just build him damage because they like the gimmick, it's like AP yi, it's the dunk, it's fun and can carry, keyword can. If you want to win more games on the j4, just build tank and on CD knock up the enemy team like 3 times, he is a great peeler or initiator. They did nerf him a ton because of how tanky he used to be, but gave him more preference to building the AD/tank items, FM/Steraks, he has armor pen on his Q, he doesn't need a BC.

When I played him I still built him full tank just out of habit or stubbornness because I cling to full-tank utility junglers like a treasure someone is trying to take from me.

I play bruiser/tank J4.

My build is typically: item 3071 item 3111 item 3742 item 3190 item 3143 and if ahead item 3748 , if behind item 3075 or item 3102

I take 10% scaling CDR glyphs, and the 5% CDR mastery, for 45% CDR. Constant E-Q knock-ups, constant ults, hardest engage in the game (I can catch pretty much anything by E-Q'ing across the map in the jungle), etc...

It's a shame no one sees him that way. Last ranked game I lost with him would have been easily won if there was ANY follow up to my 3-4 man ults against an enemy team that had no one with the ability to escape it. Made 3 or 4 clutch sacrifice plays that were basically sacrifice and allies ignoring the play and turtling when 3-4 enemies were trapped helpless and free kills after having burning all their cooldowns to kill me...
