And why? You're sacrificing every other keystone, ones that give damage or tankyness or better utility... for a chance to get one skill a level higher. Remember that the elixir doesn't level you up, just gives a skill point. That isn't really going to do much in most cases

You could be trading with somebody, lets says syndra or veigar as examples, and then suddenly they level 5 ult you without any prediction or expectancy in mind of them doing it.

Is dumb luck really healthy for the game for the tradeoff of flat expectancy and calculation?

At least in the instance of pots or wards, you can play around those but you can't really play around somebody getting an edge or powerspike when they shouldn't have it.

They've mentioned the drop rates are tuned around the point in the game, so elixir of skill is probably unlikely to drop super early, if it can at all.

Also, the initial version of the coins elixir of skill was just an extra skill point, but you were still restricted by your level in where you could put it (so no early ults or maxed skills). They eventually changed that while they were trying to buff up coin, but the kleptomancy version may still function as just a skill point.

I think elixirs are only supposed to drop later on. Just a guess though.

Unrelated someone I know tested the mastery in a custom on the pbe and after like 800 recorded procs determined 85% of the time it gives a little bit of gold with 15% being an item.

It only lasts for 3 minutes. We have crit and as you can see its doing its job fine and there are ways to counter it. Kleptomancy's counter is its RNG to the extreme. Its all random and you have to spell then auto. The chances of getting elixirs should be adjusted to 1% maybe 2 but other than that its kinda pointless late game where everyone else will have a actual mastery to be used.

An additional skill point generally means something like an additional 20 points of damage on one of your skills for the rest of the game. For a single proc that is magnitudes more powerful than any other consumable you could earn.

they can't put a point into ult before level 6 though.

You can in fact get an Elixer of Skill early. I just watched Pobelter play against a Gangplank who got it at level 2. Pobelter said "WTF" and pinged it many times.

You cannot Recieve Elixirs before Level 9. I'm not going to say this with certainty, but I'm sure they've done something similar with the Elixir of Skill.
