So what if Hec's Innate ignored movespeed caps instead of collision?
Would that be broken as balls?
Or just hilarious?

They're already doin' some stuff in the PBE, and they're straight up buffs, too.
But to keep on topic, Pretty Walrus is my answer and I'm not going to bother explaining why because the reasoning is so obvious.
Keep his passive. Reduce the damage reduction on Q. Reduce the healing reduction on W. Shave part of the % ms off of E active and have it give him that % as passive ms instead.
I'd be fine if his passive worked like Vlad's. It's called Warpath after all.
Bonus movespeed based on AD.
Bonus AD based on movespeed. Does not stack with each other.
What if Hecarim's passive scaled with total movespeed instead of only getting like 25 AD from Swiftness and Tri?
Why bother? It's not like a total HP ratio where a character's base hp goes up as the game goes on. He'd just be getting a set amount of higher AD. You might as well just increase his base AD. It would be pretty much the same thing.

It'd give him a higher AD value than what he gets currently. I'm personally in favor of him getting a new passive completely. Or keep it the same, and make his Rampage stacks grant him 10% bonus MS per stack.

So why not just give him more AD? What's the point of a total movespeed ratio? Having a bonus ratio would work better because it makes it easier to see what bonus AD your items and abilities are actually giving you.
Your proposals could work. Not sure either is preferable to other possible buffs, but they'd probably work.

Just flat out buffing his stats wouldn't ride well with Rito cuz they hate "ball of stats" champs. With the % buff on his passive, he'd achieve power spikes after completing certain items VS a slow gain in AD over levels.
With the % buff on his passive,
The %buffs with rampage stacks is not what I wrote the "give him more AD" in response to. I wrote that in response to the "total movement speed" ratio thing. The total movement speed ratio change would just give him a set amount of AD because movement speed doesn't increase with levels, and he already gets the % of bonus movement speed.
I've never seen a Hecarim do well. I am in Bronze League if that helps, but I haven't seen him in pro games before, either. Seems like movespeed is often overlooked these days thanks to the ubiquity of hard CC and gap closers being able to outplay it.
