Have RIOT completely forgot about Zilean existence ?

Patches after patches comes and goes yet there is absolutely NOTHING about Zilean since his remake. Multiple AP items got nerfed which caused indirect nerf for Zilean and multiple new mobile champs where introduced countering Zilean. In the latest patch 9.12 we got buffed Karma and Lulu, both insane counters to Zilean, yet... again not a single word about Zilean, which already has probably the worst passive ability in a whole game.

Is there a reason why RIOT ignores Zilean ?
