What if Dark Matter size scaled off Baleful Strike stacks?

Veigar has a larger focus on building as many stacks as possible with Q now, but with his Q and E changes has a much more difficult time of hitting what he actually wants when the time comes. Personally I think that is fine, the guaranteed 100-0 on a squishy of your choice thanks to precision instant stuns followed by onetwothree death wasn't exactly the best feeling in the world for people on the receiving end, even though it was fun as hell to perform. We still have R for when we need to display our hatred for one target in particular.

So how can we make him more final-boss-like? How can we show that he hates everyone on the enemy team, not just one particular target? What if the size of Dark Matter scaled off either his total AP, or how many stacks he acquires from Q? This would produce a more visible reward to his Q stacking minigame that results in more reliable damage. If there is concern of it getting too large then having the damage fall off the further from the center is always an option.
