Kog maw is the best if you have someone with very good defensive capabilities. Im talking about if you know your support is going to be going Thresh Morgana or any support that can defend him. Thats because he has no escape move. He is a super high glass cannon. if you are able to survive the laning phase though, then his real power starts to form. Once he gets a item 3124 It's really hard to stop him. You have to play him differently than most other ADC's

Morg doesn't work that great with Kog. Thresh is alright but hardly amazing.

The correct answer is 'pick Kog if your team managed to score Lulu and under no other circumstances'. The extra damage Pix provides causes Kog's early game to jump from deplorable to terrifying. Even then, Twitch is probably still a safer bet if you've got Lulu back up.
