The problem with counterpicks is that he doesn't at any point have to directly fight the champion. He can just safely farm under his tower with a combination of endless shurikens, his passive or whatever. If it's a lane bully that has bad waveclear? He'll just push endlessly and roam.

Kayle only has a way to deal with Zed's ult. She can't do anything else about him.

She has poor wave clear, lacks decent poke and is a poor duelist early.

So, yeah. Kayle's not a counter. She gets shit on and Intervention doesn't help all that much.
