What Makes a Juggernaut?
Okay guys, I have a question for you: What makes a Juggernaut?
Like what traits do these guys have that makes them "JUGGERNAUTS"?

Tanky but stupid damage
I don't see skarner as a juggernaut. A juggernaut is a tank that also dishes out damage basically. Garen gets extra AD and true damage, but can still go full tank = juggernaut
in the main juggernaut post skarner is one of the main examples
Juggernauts are inspired by Nasus.
The idea is that they're a very tanky colossus that deals massive damage, with the main tradeoff of being very, very slow, kitable, and bringing little utility.
Skarner is somewhat of an odd-ball, but those are the basic traits.
- High damage
- High durability
- Low mobility
- Low CC

I see Skarner as a Tank when not by a spire, and a Juggernaut while by a spire. He has more CC and more mobility than other Juggernauts, for the trade off that he needs to be in a certain part of the map to operate as an actual Juggernaut.
Whether this is a successful design, is anyone's guess. I think Skarner really needs some sort of in-combat sustain. His shield doesn't offer enough.
What Makes a Juggernaut?
Fighter primary, Tank secondary.
Fighters that encompass the Tanky DPS aspect by both being tanky and dealing DPS, mainly. You're typical Barbarian from Diablo or Dungeons and Dragons. Usually a heavy reliance on just being beefy enough to stick to targets and kill them, without much reliance on things like Range or Mobility to survive long enough to kill things.
So: pretty much half the fighters in LoL, especially seeing as Riot mentioned
by name in there juggernaut update thread: so it's not just the 4 champs from the juggernaut update + Illoi.
Fighter/Assassins like Fiora, Tryndamere, Yasou, and Jax are not juggernauts despite also being in the tanky DPS category: as their tanky is much less reliant on being beefy champions and a little more on CD gated skills, while such champions are also reliant on a mix of mobility and defense to survive long enough to do their job over just focusing on defense. Or rather, focusing predominantly on defense: no champion really lacks mobility or range completely.
I think that is riot's intent for "Juggernauts"
