How come low level accounts get such bad capsules?

Every time my friends account levels up she only gets 450 BE. 450BE is less than half of the expected value of a chest from lvl 30+, I thought the intention with the change was to give low level accounts an easier time to get the 15-20 requires champions for ranked? At this rate, she is going to be lvl 35+ before she can play draft queue...
