The odds are pretty stacked against seeing the same 2 champs. 2/134 are excessively lower than 1/6.

That being said, there are also the ARAM accounts that get just a few champs to cheese ARURF with.

Not everyone has all 134 champs, some people have smurfs just for URF, making the odds significantly higher.
