Does anyone think hexdrinker is too strong, specifically on AD mid laners?

Title. It feels like Hexdrinker is so much better than Seeker's Armguard. I get a Seeker's Armguard and it feels like nothing's changed, honestly. But if Talon or Zed get a Hexdrinker against an AP mid laner, that lane is fucking over. You will never be able to duel them again. It's really frustrating.

Should I first point out how this is possibly the most beaten to death topic on the boards, second only to Yasuo? Or should I instead point out that Maw scales far worse than Zhonya's does? Or should I point out that mages usually have more opportunities for multiple rotations than assassins, meaning you don't have to kill them in a single combo, you can do it in two or three?
