list of champions that need DAMAGE nerfs
Just a small list of problematic champions in the game currently.
Not sure if the scaling or the base damages should be dropped but one of the two or both need to be done.
I probably missed a few...

Nunu?? He does anything but damage, and he can only get big heals off of minions/monsters. If he builds AP, ofc he’ll do damage. Take him away from minions/monsters and he pops like any other mage.
if anything, garen needs a buff to his e.

Brand I would agree with, darius and garen imo are just fine the way they are, pretty even winrate and no one's really complaining. Irelia doesn't really need damage nerfs but some nerfs to utility, same with leblanc. Jax is getting better I think, don't know too much about that though. Miss fortune is perfectly fine the way she is, and rengar's damage should be expected as he has no real way of getting out of fights once he goes in. Riven is actually quite fair, and really only played by one tricks. Talon and Zed do high amounts, but that damage is very easily countered by just getting a stopwatch or having some sort of invulnerability, which is why those two are actually somewhat bad. Zyra I don't know too much about, just another mage going in botlane to carry adc it seems so instead of nerfing her just buff adc MR a bit. Vlad is fine way he is, and wukong doesn't need more nerfs, he's performing mediocre at best. Just my opinions, feel free to disagree with whatever you want.
