Because they think that sometimes the best solution is to not nerf anything that's strong & instead just buff other Runes to catch up to it.
What if they're going to do the same with Dark Harvest too? I can honestly believe that this may be their plan, or even if it isn't, they'll just choose to brainlessly nerf Karthus instead to save the trouble.

Back at Season 5 when we had old Runes & Masteries were newly reworked, Thunderlords Decree(which is typically like Electrocute) was spammed by almost everyone in every matches you find, simply as how everyone's spamming Dark Harvest like you see now. Even Support Lulu & Tank junglers were spamming Thunderlords back then.
In a response, Riot chooses to NOT nerf Thunderlords & instead buffed every other Keystones, so that every Keystones would be as valuable & worth as picking Thunderlords.

woodvsmurph1 votesThe funny point? PTA proc does almost as much damage early game as a electrocute proc... only pta also buffs subsequent damage for a short duration and is on a much lower cd. There's a reason people didn't use much electrocute toplane this whole past year. Mid it's used because they don't generally have option to lane 3 aa's before throwing out rest of combo or as part of combo to make pta worth it.
