There's really no reason for an assassin to have a get out of jail free card after diving you under turret with ult. It's really unfair and his kit in general screams "highly toxic" But of course riot wont address it im sure..

You're literally describing what most Assassins do:
- R
- W and R copying W
- E
- W and R
- Q and E
- E
- R
- E if evolved
- W. This one is a bit of a stretch, but he can use his empowered W to break CC, gain movement speed and heal whatever damage the turret deals.
- R, even though I don't think of him as an Assassin
The only assassins that don't have an escape after diving are:
- Unless he holds Q for some reason. He can break turret aggro though
- She can use her R, but that's about it
- Not sure why she's classified as Assassin tbh
- Same as Diana
- Unless he holds E

Fizz doesn't need a direct counter, every champion is his counter. Dodge his R, hold your stuff until the E's over and he's dead.
Febos1 votesI'm not saying Fizz is healthy or unhealthy. All I'm saying is you can't use the "get out of jail free card" as an argument because that's what most Assassins have. That's how they function.
Your only issue with Fizz is how easy he can break turret aggro and escape. Maybe, what you should be suggesting, would be to increase the cooldown on his E. That said, compared to some of the other Assassins (and champions in general), he's on even playing field. He has 51.5% win rate across the board. Zed, on the other hand, is sitting at 51.5% with 50% ban rate.

Here is the thing with Fizz, he is the only assassin without ranged abilities.
His only way of doing damage is going melee range.
So for this purpose he has to be mobile and also have the ability to drop aggro, else minions and towers are gonna wreck him.
Zed can do 3/4 your HP bar at lv 3 without even getting near you and his shadows are blinks, more powerful that Fizz dashes.
